Alan Rite enjoyed a fairly normal childhood. He was something of a nerd and got picked on a lot, and every time he tried to fight back, he ended up getting hurt. This is probably why he isn't the most aggressive person in the world.
He got very good grades, and was accepted into an excellent college, which happened to be the beginning of the Computer Scene. He was very involved in development of computer software, and was THE original internet nerd and hacker. He not only could (and did) break through into top security sites, he also was good- VERY good- at creating said sites. By the time he graduated, he had achieved a sort of fame (or maybe, infamy) among the growing internet community. As more and more businesses began to turn to the internet, his skills came in handy.
He floated around from job to job for several years, creating internet security and collecting information about what he was securing. (Not that his employers wanted him to do this; it just happened, and he was prepared to take full advantage of it.) Eventually, one thing lead to another and he ended up in Pallis, i the service of Mayor Marcus Landry, who was serving in his second term. Rite's job consisted of manipulating the computers that tracked Landry's expense accounts to cover up the fact that he was stealing from the city. He eventually ended up covering much more than that, including numerous corrupt deals between Landry and other ranking Pallis officials.
Rite knew about almost all of Landry's dirty dealings, and that gave him a certain amount of power. However, when someone - neither Landry or Rite knows who - began to leak information to the police, Landry blamed his security operator. He fired Rite and had him arrested on fake charges, and Rite spent six years in jail for crimes he didn't commit. (As opposed to the crimes he had committed.) Landry knew that as long as Rite was in jail, he couldn't implicate the Mayor in any crimes.
Six years passed, and Landry more or less forgot about his ex-employee, but Rite didn't forget about him. Bitterness that sprung from his childhood of being bullied and then shoved in jail had turned him against Landry and against the law. He became obsessed with killing the Mayor and the other officials who were involved in his arrest.

Alan Rite is short and overweight, although not grossly so. Men in his family go bald fairly early, and he's already trying to comb hair over his rapidly decreasing hairline. He dresses like a member of the business community, generally wearing suits - although his are usually unpressed and rumpled looking.
Something about Rite looks rumpled as well. He's perpetually nervous, with a gaze that darts around the room. He tends to stutter and is constantly wiping sweaty palms on a napkin, handkerchief, or whatever else is handy.
He's easy to overlook, as nervousness is rarely a sign of villainy. He doesn't stand out in a crowd, and avoids talking to most people - he has no social life whatsoever. Instead, he prefers to spend time in his apparent, working with the numerous computers he owns. This causes his skin to be pale, even in the middle of summer.

As was mentioned, Alan Rite is a very nervous man. He's paranoid that someone is following him, to make sure he doesn't release the dirt he has on Landry to the public; the only place he feels safe is in his "inner sanctum," which is actually a cheap apparent at the border of the rundown Theater District and Bad Part of Pallis. Rite is particularly uncomfortable in the presence of women, probably dating back to having been such a nerd in school. (It's doubtful that he ever has been on a date.)
Rite leads an almost normal life. He likes to go to a small diner, Chaps, where he drinks strawberry milkshakes compulsively. He's a regular, and feels almost as safe there as at home - provided that the place is nearly empty. (He tends to show up around midnight.)
He goes to movies and occasionally eats out alone, like a normal person. However, he doesn't go to many social events, and when he does, becomes paranoid and feels very out of place. (You might see him alone at a midnight showing of Pi, but not at a dance hall, and certainly not with anyone else.)
To pay his rent, support his computers, and plan his evil schemes against Mayor Landry, he has a job as a computer help specialist - working over the phone only. (His ad reads: Computer Help Line. Any Computer, Any OS. Prices Negotiable.) However, this is just his day job. He also breaks through online stores' security and "borrows" people's credit card numbers.
Although Rite would never want to risk a direct confrontation with the police, Landry, or Silver, he is obsessed with killing Landry (and preferably, humiliating him first.) He had numerous ideas about how to go about this, mostly involving things like reprogramming the security alarms at City Hall, crashing elevators, etc.
